Instructions
Money is generated from taxes and
tourism. Tax revenue depends on state and city populations. Seaports,
airports, and borders generate tourism revenue.
Panic
is increased by reports released by the media. Public panic increases
the cost of operations. If there is to much panic, its game over.
Operations
are actions you may take. Some operations have a one time cost and are
active for a set amount of time and some operations cost money every 24
hours and remain active until stopped.
